DepEd Order No. 31 s. of 2022 titled Child Rights Policy: Adopting the Rights-based Education (RBE) Framework in Basic Philippine Education which states that in RBE-DepEd, programs pertaining to child protection, student governance and partication... are not viewed as extra, disparate or peripheral programs in basic education, this Office through the School Governance and Operations Division - Learner Formation shall conduct the 3rd Togyupan: Division Learners' Convergence (DLC) 2026 on February 23-25 in Calasiao 1, particularly at Calasiao Sports Complex, Calasiao Comprehensive NHS, and San Miguel ES.
