In compliance with DepEd Order No. 31 s. 2022 titled Child Rights Policy: Adopting the Rights-based Education (RBE) Framework in Basic Philippine Education which states that "In RBE, DepEd programs pertaining to child protection, student governance and participation... are not viewed as extra or peripheral programs in basic education" and with reference to Division Memorandum No. 107 s. 2026 3rd Togyupan: Division Learners' Convergence 2026 Enclosure No. 5: Search for Best Performing Learner Government and PPA Cup Guidelines and Mechanics dated February 4, 2026, and Division Memorandum No. 279 s. 2026 titled Search for Best Performing Supreme Elementary Learner Government (SELG) Revised Guidelines and Mechanics dated April 16, 2026, this Office recognizes the significant role of the learner government program in the elementary level as highlighted through the division search for best performing SELG.
