The 2017 Rules on Administrative Cases in Civil Service (2017 RACCS) mandates the creation of Committee on Decorum and Investigation (CODl) in every agency which will receive complaints and investigate sexual harassment cases committed by a government employee or official in a work-related, training or education related environment of the person complained of.
