In compliance with DcpEd Order No. 31 s. of 2022 titled ‘Child Rights Policy: Adopting
the Rights-based Education (RBE) Framework in Basic Philippine Education which
states that “In RBE, DepEd programs pertaining to child protection, student governance
and participation... are not viewed as extra, disparate or peripheral programs in basic
education”, and with reference to the Interim Guidelines of the Learner Government
Program (LGP) for SY 2023-2024 which is also contained by Regional Memo No. 448
s. 2023, the crafting of the General Plan of Action (GPOA) is an essential activity of
the learner government intended to lay down the blueprint of learner organizations in
for the entire school year. Thus, the incumbent division federated learner
organizations have crafted their Integrated GPOA which is subject for implementation
in school year 2023-2024, in collaboration with the Division Learner Formation.
