To address the growing concern on functional illiteracy among Filipino learners as revealed in the 2024 Functional Literacy, Education, and Mass Media Survey (FLEMMS), and as validated by the Division-administered Philippine Reading Inventory (Phil-IR!) results, the Schools Division Office I Pangasinan shall conduct the Division Training Workshop on "Empowering Secondary Teachers to Foster 21st Century Functional Literacy: Responding to the 2024 FLEMMS Findings through Transformative Pedagogies" on October 27-29, 2025, at Star Monica Hotel Resort and Restaurant Function Hall 2 (Daniel's Hall), Quibaol, Lingayen, Pangasinan.
